
Goods vehicle drivers and dispatchers need information on fuel stations and rest areas on their route both before and during their trip. This basic freight traffic need can be covered by Intelligent Truck Parking (ITP) Services, which produce and distribute static and dynamic information on the truck parking situation on the motorway networks and access roads. Thus the management of parking spaces and the observation of rest and driving periods for drivers are supported resulting in the reduction of dangerous parking and in the improvement of drivers, load and goods vehicle safety and security. The information could be provided on-trip and pre-trip using different channels of information and different end-user devices.
Continuing the initiative and the target taken on this matter during the Actions URSA MAJOR and URSA MAJOR 2, URSA MAJOR neo aims at implementing the Intelligent Truck Parking (ITP) core services for safe and secure parking places according to:
- the priority area of the EU-ITS action plan No. 3: Road Safety and Security Action 3.5: Services for safe and secure truck parking places
- the European Commission Delegated Regulation (EU) No 885/2013 (regarding the provision of information services for safe and secure parking places for trucks and commercial vehicles)
- the ITS Deployment Guideline for Freight & Logistic Services: FLS-DG01 Intelligent and Secure Truck Parking
The scope of the activity directly addresses Article 5 of Regulation (EU) No 1315/2013: Union guidelines for development of trans-European transport network, in particular b) c) d) e) and f).
The UMneo project addresses then the European dimension for the area of the URSA MAJOR network. Beyond the mere collection and publication of information on existing truck parking areas (static information), it addresses the capacity enhancement of truck parking areas by using ITS technology as well as the provision of real-time information on availability of truck parking (dynamic information), making this data available for service providers. This will speed up the implementation of the Commission Delegated Regulation (EU) No 885/2013 on Information Services for Secure Parking in the entire area of the UMneo network.
Beyond extending and accelerating the deployment of ITP on the TEN-T core road network in Germany and ltaly, UMneo opens up a new dimension in addressing the urban/inter-urban interface to major intermodal freight hubs (ports). lt is a major need to improve the cooperation of the management of intermodal freight hubs and the surrounding road networks in order to keep traffic out of the hub area in overload situations. lnforming incoming traffic about the delays to be expected and at the same time about parking opportunities on the motorway already before entering the hub area (e.g. the port) is an important means of traffic management that requires active cooperation between road operator and hub/port operator.
For this Activity there are 5 different implementations ongoing in Germany and Italy, expected to be completed by the end of 2020.
